The collection contains three items: certification of membership in the National Association of Secretaries of State (ca. 1948-1950); authorization and empowerment as Secretary of State, granted by Governor Ralph F. Gates (November 29, 1948); and an invitation to attend the inauguration of Harry S. Truman and Alben W. Barkley, as President and Vice-President of the United States (January 20, 1949).

Biographical Note
Charles Francis Fleming was born in Hocking, Iowa, on September 18, 1907, the son of Charles and Margaret Dunning Fleming. The family moved to Indiana in the year 1913. He attended schools in Brazil, Clinton, and Jasonville, Indiana. As a high school football player, he was selected All-Indiana quarterback in 1928. Fleming attended Indiana University, where he was quarterback in 1931 and 1932. Leaving Indiana University, he served as a recreational director for Hammond, Indiana, for four years. He married Elenore Kmiec on August 20, 1935.
Fleming served as a clerk in the Indiana House of Representatives during the 1937 session. At home in Hammond, he took a job as an oil refinery unit operator, a position he held for eleven years. Fleming was vice-president of the Oil Workers International Union (CIO) and a member of the executive board of the Indiana CIO Council. Fleming became a state senator for two terms (1942-1948), but his tenure was interrupted by his military service. He was honorably discharged from his World War II enlistment, at which time he served on the Post War Planning Committee of the Hammond Chamber of Commerce. He was Secretary of State of Indiana from 1948 to 1950. He then worked briefly for the United States Department of Interior. Returning to Indiana University, Fleming received his B.S. in 1962, an M.S. in 1964, and an A.M. in 1966. In 1962, he began teaching government and sociology at North central High School in Indianapolis. Fleming died on August 8, 1984.
