Biographical Note

Clement T. Malan was from Terre Haute, Indiana and served as Indiana Superintendent of Public Instruction from March 15, 1941 to March 15, 1947. Malan was against the NYA continuing after The Great Depression was over, as he felt that it was "exploiting the boys nad girls of our nation."

Historical Note

The National Youth Administration (NYA) provided work and education for Americans between ages 19-25 during the Great Depression. High school and college youth were paid between $6.00-$40.00 a month for work study projects at their schools, and others were paid between $10.00$-25.00 a month for part time work that included job training. From 1935-1939 the NYA operated under the Work Progress Administration (WPA), then was transferred to the Federal Security Agency, to the War Manpower Commission in 1942, and ended completely in 1943.
