Dr. J. N. Hurty, Pharmacy Department Secretary of the Indiana State Board of Health in Indianapolis, wrote to Mrs. H. L. Smith, Bloomington, Indiana, on April 5, 1918. He told Mrs. Smith that the "only way in which you can secure a census of the children under 5 years of age is to actually take such a census."
