Scope and Contents
This collection contains records of the Indiana Commission on the Bicentennial of the United States Constitution ranging from 1969 to 1992 compiled by C. Ray Ewick's during his time as secretary of the commission. The collection includes correspondence, memos, press releases, publications, and other documents related to Ewick's work with the Indiana commission and apart from loose material and publications found with the records, Ewick's organization of his files has been maintained.
Several publications in the collection were produced by Indiana organizations, including Indiana Road to Statehood, a booklet published by the Indiana Historical Bureau in 1969; The Pennsylvania Packet, and Daily Advertiser: The American Experience of 1787, A Newspaper's Perspective, a series produced by the Indiana Historical Society containing excerpts from the Philadelphia newspaper from 1786 and 1787; Bicentennial Bulletin, a newsletter published by the Indiana Commission on the Bicentennial of the United States Constitution; Hoosier Heritage, a newsletter published during the school year in conjunction with Hoosier Celebration '88 by the Indiana Department of Education and the Indiana Historical Bureau; and Indiana Close Up Presents: A Jefferson Meeting on the Indiana Constitution, a booklet published by the Indiana Historical Bureau that covered the topics "The 1851 Indiana Constitution," "Education in Indiana," "Popular Participation in State Government," and "Electing vs. Appointing State and Local Officials."

Historical Note
The Commission on the Bicentennial of the United States Constitution was established by an act of Congress on September 29, 1983. The independent advisory commission was created to plan and develop appropriate activities to commemorate the bicentennial of the signing of the U.S. Constitution on September 17, 1787, the formation of the three branches of governement, and the addition of the Bill of Rights to the Constitution in 1791. Former Chief Justice of the Supreme Court Warren E. Burger served as chairman of the 23-member commission. The commission was terminated on December 31, 1991.
The Indiana Commission on the Bicentennial of the United States Constitution was established by the Indiana General Assembly in 1986 to carry out in Indiana the celebration of the bicentennials of the U.S. Constitution and the Northwest Ordinance that was enacted on July 13, 1787. The Indiana commission consisted of 29 members, including 10 appointed by the governor and 9 from offices designated in the legislation. Randall T. Shepard, former Indiana Supreme Court justice, was appointed from the 10th Congressional District by Governor Robert Orr and served as chairman. C. Ray Ewick, former Indiana State Librarian, served on the commission as secretary. Although the Indiana commission was originally scheduled to terminate on January 1, 1989, the General Assembly authorized it extended until December 31, 1991.
