The Indianapolis Municipal Airport was dedicated in 1931 and the superintendent at that time was Paul H. Moore. I.J. (Nish) Dienhart was named superintendent later in the decade, and he presided over several technical upgrades, especially with the opening of the Civil Aeronautics Authority aviation and radio research facility in 1939.
