Scope and Contents
This collection includes legal information from the State of Indiana, pamphlets, flyers and broadsides from Unity Team, AFSCME and other unions in Indiana and Michigan ranging from May 1990 to December 1990 regarding union representation. There is also an oversize folder containing State Employee Voice newsletters and a Unity sign, 1990 and undated (OB091).

Administrative History
Executive Order Number 90-6 issued by Indiana Governor Evan Bayh on May 22, 1990 "established procedures for recognition of employee organizations representing employees of the executive branch."
As a result of the executive order state workers were divided into ten units. Each of the units could choose a union for representation or choose to have no organization for representation. Several unions showed early interest in state employees but by late summer only two groups remained in contention. AFSCME (American Federation of State, County, and Municipal Employees) and the Unity Team (comprised of the UAW, Indiana State Employees Association and the American Federation of Teachers).
Statewide elections were held on three occasions. The first election, held on September 25, resulted in no clear winner in any of the units. The second election, on October 2, resulted in winners in nine of ten units. In the final election, December 11, only employees in Unit 2 were involved. This final elected was needed because of 57 incorrect ballots that were used in the second election. Final result in all units are as follows:
