Scope and Contents
This collection consists of copies of documents dated from February 1978 to October 1983 regarding the establishment of the Ohio River Valley viticultural area. There are maps, articles, and pieces of correspondence revolving around Garrett and other petitioners and government agencies both state and federal. The chief document is Garrett's petition to the ATF dated May 10, 1982.

Biographical / Historical
John A. Garrett ran the Villa Milan Vineyard in Milan, Indiana and was involved in the effort to have the Ohio Rivery Valley recognized as an American viticultural area in the 1980s.
In 1979, the Bureau of Alcohol, Tobacco, and Firearms began the process of establishing American Viticultural Areas. A viticultural area was a delimited grape-growing region distinguishable by geographical features. Use of viticultural area names was intended to help consumers and winegrowers to distinguish a place of origin for wine products. Garrett proposed a 26,000-mile long area along the Ohio River from West Virginia to Indiana that would include Kentucky and Ohio to be designated as one viticultural area. After many letters of support from winegrowers in the region and petitioning through Congress, the ATF declared the Ohio River Valley the 41st and largest viticultural area in the United States in 1983.
