Organizational History
The Model Cities Program was an innovation of U.S. President Lyndon B. Johnson's administration. It was designed to rehabilitate deteriorated urban areas and improve the lives of people living there through a coordinated concentration of public services. In its earliest stage, all federal assistance was provided in the form of separate grants administered by a multiplicity of federal agencies for specific purposes.
The program awarded 150 communities with planning grants in 1969, when the Model Cities Program came under the Nixon administration. Plans created with these grants had to be approved by the U.S. Department of Housing and Urban Development to be awarded block grants for the carrying out of those plans. The Nixon administration sought greater involvement from mayors on the local level.
