Scope and Contents
The collection consists of five folders that contain papers on the Indiana Citizens Committee on Child Welfare Legislation, (ICCCWL), House Bill 1215, miscellaneous newspaper clippings, and correspondence. The ICCCWL was an organization that lobbied for child welfare and stricter child abuse laws. House Bill 1215, sponsored by Congressman William Latz, was a bill that would shift the administration of Township Poor Relief from the Township Trustees to the County Welfare Departments. Daniels supported this bill and worked tirelessly for its passage. The correspondence mainly includes letters and telegrams regarding House Bill 1215.

Biographical Note
Born in Tipton, Indiana, on February 28, 1907, Helen Daniels became one of the most effective lobbyists for human welfare issues in Indiana. During her forty year career as a social worker for the Community Service Council, Public Health Center, and Juvenile Court, Helen Daniels battled for better administration of poor relief funds, stricter child abuse laws, and a separate health and hospital corporation for Marion County. Daniels was an extremely effective lobbyist for more than thirty years and influenced the community around her. Daniels died on April 2, 1995.
