Biographical Note

The Bi-Partisan Juvenile Court Committee formed in 1936. The purpose of the organization was to promote the practice and philosophy of rehabilitation and redirection of minors in the court systems. Members petitioned leaders of both political parties to support candidates for judge of juvenile courts who favored rehabilitation of minors as opposed to general incarceration.
