Scope and Contents

This collection includes an unused petition from January 1889 prepared by the Committee on Prison Reform in support of the appointment of an Indiana State Board of Charities to oversee public institutions, both penal and benevolent; a document reprinted from the July 1938 issue of Hoosier Farmer regarding "Property Tax Rates for Welfare and Poor Relief" and a copy of the Indiana Farm Bureau Inc.'s document "A Study in Per Capita Valuation in Relation to Social Welfare Rates"; and a January 19, 1940 letter sent to Helen E. Martin at the Indiana State Library from Helen Rogers regarding the list of annual reports of social agencies availble for loan by the Department of Public Welfare's library. The collection also includes the January 17, 1940 memo and ten-page list of reports that accompanied Miss Rogers's letter.

Historical Note

In 1889, the Indiana legislature passed a law creating the State Board of Charities. The board was given the power to investigate all benevolent and penal institutions in the state and was given $4,000 per annum for expenses. In 1935, the Board was succeeded by the Indiana Department of Public Welfare. This agency established a social work reference library in 1937 and Miss Helen Rogers served as librarian. The library contained of a large collection of historical materials covering Indiana's welfare progress. In 1991, the departments of Public Welfare, Mental Health and Human Services were merged to create the Family and Social Services Administration.
