Historical Note

Thomas Carr Howe High School opened in the historic Indianapolis, Indiana neighborhood of Irvington in September 1938. In 1940, the school's Social Studies Department began sponsoring mock elections to familiarize students with elections and voting procedures. Text material for use by students was written by teachers Russell W. Curtis, Kenneth Smartz, and Hartwell Kayler in 1949. A revision was completed by Dorotha E. Kirk and printed in March 1963. Due to declining enrollment, the Indianapolis Public Schools Board closed Thomas Carr Howe High School at the end of the 1995 school year. The facility was reopened as a middle school in 2000 and then became the Thomas Carr Howe Academy in 2002. It became a charter school in 2011 and was called Thomas Carr Howe Community High School before being closed again in 2020.
