Scope and Contents
This collection contains two copies of a June 8, 1906 decision by the U.S. Treasury Department regarding the appeal filed by the State of Indiana to obtain back pay for the 161st Regiment Indiana Volunteers and two African American companies that served during the Spanish-American War. Additionally, there is a final report by attorney Albert W. Wishard and a June 12, 1906 document verifying that $11,674.61 was received by Wishard from Governor J. Frank Hanly for his legal services and expenses. The collection also includes two copies of a small broadsheet (ca. 1888) issued to debunk Republican campaign claims that General Benjamin Harrison took up the striker's cause during the Great Railroad Strike of 1877.

Biographical Note
James Franklin (J. Frank) Hanly was born on April 4, 1863 in Champaign County, Illinois to Elijah and Ann Hanly. He was admitted to the bar in 1889 and established a law practice in Williamsport, Warren County, Indiana. He was a U.S. Representative from Indiana's 9th District (1895-1897) and was Indiana's 25th governor (1905-1909). He married Eva Simmer (1860-1927) in 1881 and of their 6 children. Only one of their children, Ethel, lived to adulthood. Governor Hanly passed away on August 1, 1920.
