Biographical Note

Hugh Richard Foss was born on March 4, 1894 in Dayton, Ohio to John Oliver and Grace Little (Sparks) Foss. He was employed as a clerk at the City Light Plant in Richmond, Indiana in 1917. He married Bessie Gaynelle Hagerman on June 27, 1917 in Wayne County, Indiana. They lived in Cambridge City, Indiana in 1919. He served, as a private first class, in the United States Army in France during World War I. He died in 1955 and is buried in the Green Mound Cemetery in New Madison, Ohio.
