Biographical Note

Franklin or Frank, as he was more commonly known, Elmer Brown was born in Indianapolis, Indiana on September 13, 1865 to John W. and Sophie C. Brown. He went into business with his father, as J.W. Brown and Son, then bought a shoe store. He married Miriam Evelyn Case in Muncie on June 5, 1900 and had four children, one of whom died in 1910. He served in the County Council for eleven years, beginning in March of 1916. He and his wife moved to Tucson, Arizona in 1943. He died in 1959 in Indiana.
