Biographical Note
John H. Wiggans was born circa 1826 in Indiana. He was a blacksmith by trade, but was commissioned to be the Justice of the Peace for Franklin County, Indiana by Governor Oliver Perry Morton to serve a four-year term beginning in 1861.
